[TNS-list] Oct 2015 Construction Update

Here is a brief synopsis of the where the construction stands as of October 2015.  For those of you who have been at TNS for some time a little of this may be repetitive.  Hopefully for new parents it will give a decent idea of where we are.

The original schedule for the project was 2 years, with a completion date of late October 2015.  This will obviously not happen.  The current anticipated completion date is April 2016.  This sounds like they are way behind, but it is only about 25% past schedule.  Weather related work delays, unanticipated structural conditions at the roof, the loss of one terra cotta vendor, and a brief stop work order from the DoB have all contributed to the delay.

At this point all the asbestos abatement is complete.  All the exterior brick and terra cotta have been removed and disposed of (brick) or sent for casting (decorative terra cotta.)  Most of the new waterproofing is complete.  Most of the new brick laid and most of the steel installed.  Still to be completed are ground floor waterproofing, large terra cotta pieces installation, and roof replacement.

DETAILS:

A) South Elevation
	1) The masonry work is complete and the window headers are complete.
	2) The parapets are not complete.
	3) There are large terra cotta pieces that are not complete.
	4) Ground floor waterproofing is not complete. This will happen at the very end after the scaffolding is removed.
 B) East Elevation
	1) Masonry is complete except for areas around the stairs.
	2) They have terracotta samples and mockups and final pieces are in production.
	3) Playground (blacktop) will be resurfaced after construction equipment is removed at end of job.  Schools to provide drawing with new playground.

	4) Possibility that playground equipment will be replaced.  Schools to follow up with parks department (owns equipment).
C) West Elevation
	1) Masonry complete up to parapet.
D) North Elevation
	1) Masonry 80% complete.
	2) Two large steel beams on the roof are corroded and require extensive reinforcement.  Approximately 2.5 weeks welding and steel work.
E) Roof
	1) Work on replacing the roof will commence after all the terra cotta work and parapet work has been completed.
	2) They have changed the material for the surface of the roof to one that will allow them to work over the winter at low temperatures.
E) General
	1) Two and a half sides (including South) need ground floor waterproofing which will be completed after scaffolding is removed.
	2) End of October East and West parapets complete.
	3) SCA to provide load ratings to North courtyard for future use.
F) Schedule
	1) Original schedule had approximately two full years for construction.  This date is approaching near the end of October.  They clearly will miss this 		date, which has been anticipated for some time.
	2) Current expectation for completion is early spring, although a detailed schedule has not been provided.
G) Homeless encampments
	1) This has been an ongoing problem.  The 9th precinct is aware of it.  All the appropriate city agencies have been involved.  There are limits to the 		type of removals the contractor and the school staff can do.
	2) The building contractor has hired a new security company that patrols the perimeter of the building on the half hour.  They are to call 911 if they 		encounter drug use or people defecating.
	3) Parents are urged to call 311 (Repeatedly!!) to report a homeless encampment and people blocking the emergency exits at an elementary school. 
	311 will forward these calls to the 9th precinct who will then come deal with the problem.  Repeated 311 calls leave a paper trail and force stronger 		action.  Also, please leave an email address with 311 who will then alert the caller of the response to the complaint.


That’s the basic outline of where things are now.
